Why Your Copilot Deployment is a Data Breach Waiting to Happen

In early 2025, security researchers disclosed EchoLeak — a zero-click vulnerability in Microsoft 365 Copilot that carried a CVSS severity score of 9.3. The exploit allowed attackers to silently exfiltrate email data through Copilot's natural language interface without any user interaction. Microsoft patched it. But the underlying problem that made EchoLeak possible — the fact that Copilot inherits every permission in your Microsoft 365 tenant without understanding business context — is not a bug. It's the architecture.

Before Copilot, sensitive data in SharePoint was protected by practical obscurity. An employee might technically have access to a site containing executive compensation data, but they would need to know the site existed, navigate to it, and browse through document libraries to find the relevant files. Copilot eliminates every one of those barriers. A natural language query like "show me salary information" returns results from every location the user can access — including that executive compensation site they never knew about.

A Gartner survey of 132 IT leaders found that 40 percent delayed Copilot rollouts by three or more months specifically because of data security concerns. Only 6 percent moved from pilot to full deployment planning. The reason is quantifiable: the average M365 tenant has 802,000 files at risk from erroneous permissions. Over 16 percent of business-critical data is overshared, with 3 percent shared organization-wide without any access controls.

The permission problems that Copilot exposes are not new — they've accumulated over years of organic growth, team changes, project churn, and the inevitable drift that happens when no one is actively governing access. Sites shared with "Everyone except external users" for a quick collaboration three years ago still carry that permission. Sharing links created for a one-time review never expired. Departed employees' permissions were never revoked from their former project sites. Guest users who completed their engagements months ago still have active access.

Fixing this requires three steps, in sequence.

First, assess the scope of the problem. An automated scan of your tenant's permissions, sharing links, sensitivity label coverage, and guest access patterns gives you a quantified readiness score. You need to know what Copilot will see before you enable it.

Second, remediate the highest-risk findings. Remove "Everyone except external users" from sensitive sites. Expire anonymous sharing links. Apply sensitivity labels to content that contains regulated or confidential information. Revoke guest access that's no longer needed. This is the work that takes weeks or months depending on your tenant size.

Third, implement ongoing governance so the problem doesn't re-accumulate. Automated monitoring for new sharing links, policy-based remediation, governed provisioning that prevents broad-access defaults, and continuous label coverage tracking.

Organizations that skip these steps and enable Copilot anyway are making a calculated bet that their permissions are clean enough. For most tenants, the data suggests otherwise.
